What I teach is:

• Slower shutter → more motion blur → dreamy, emotional, nostalgic vibes
• Faster shutter → crisp, staccato motion → chaos, urgency, tension

So instead of “what’s the correct setting?”, I ask: what feeling are you trying to create? Then we bend the “rules” to match that mood, not just the math. That’s where it outperforms tradition in storytelling terms.
