I do not publish a single fixed “buy this exact setup” list, because the right gear depends on your space, budget, and goals. That said, for most serious voiceover work I generally steer people toward:

• A quality XLR condenser microphone, not a cheap USB mic
• A solid audio interface (Focusrite, SSL, Audient, etc.)
• Closed-back studio headphones
• A sturdy mic stand, shock mount, and pop filter
• Reliable DAW software (Audacity, Reaper, Adobe Audition, etc.)
• Good acoustic treatment before any fancy gear upgrades
